We are looking for a Full-Time Python Web Software Developer IV to join the Center for Health Care Data as part of the UTHealth School of Public Health in Houston, TX. This position will support The Texas All Payor Database (TX-APCD)  which hosts administrative claims data for the state of Texas and is administered by the Center for Health Care Data (CHCD) at the UTHealth School of Public Health.  This position is one of several that play a key role in building the foundational components of the APCD, offering great opportunities to engage in ground-breaking work.  Ideal candidates are creative problem solvers who are focused on building innovative and high-quality solutions in a big data environment.  This role will develop core data services foundational to the operations of the TX-APCD, performing full-stack development and support for applications of moderate to difficult complexity and scope with general direction.

Position Key Accountabilities:

  • Develops and implements complex applications, application databases, and interactive Web interfaces according to design specifications and departmental standards; establishes test plans and data; validates and verifies functions in applications; and prepares necessary forms and documentation for implementation.
  • Designs and implements a high-performance web application programming interface (API) for master data and metadata access and management, otherwise known as the TX-APCD Operations API
  • Provides guidance and support for all developers and development teams using the TX-APCD Operations API, including code samples and integration patterns.
  • Designs and implements a security framework for access to the TX-APCD Operations API, managing the visibility of operational data, while also controlling the consistency of data updates.
  • Ensures adequate monitoring of service endpoints to measure service availability, and monitoring of service access for auditability.
  • Interviews clients/users for problem definition and analyzes user needs using techniques like wireframing and prototyping, applying principles and techniques of computer science, engineering, and mathematical analysis7.   Writes development specifications that are thorough and detailed, adhering to development standards for program specifications, and ensuring that specifications are approved by both clients and supervisor.
  • Works with and coaches team members and other teams in the solution of complex problems, improving code quality and performance.
  • Maintains, revises, and updates current application code or configuration including troubleshooting, fixing bugs, and improving functionality.
  • Resolves problems that arise with existing production applications.
  • Performs other duties as assigned.

Certification/Skills:

  • Experience with computer hardware, software and programming.
  • Excellent technical and general communication skills, both oral and written.
  • Experience with Web development technologies such as HTML, CSS, JavaScript.

Preferred:

  • Familiarity with the Open API specification and the development of RESTful APIs
  • Experience with one or more Javascript frameworks such as ReactJS, Angular, Node.js or Vue.js
  • Experience with at least one of the Python web frameworks such as Django, FastAPI, or Flask
  • Experience developing high-performance JSON-based RESTful services
  • Familiarity with the JSON Schema specification
  • Experience with testing methodology and tools

Minimum Education:

  • Bachelor’s degree in computer science, a related field, or related experience in lieu of education.

Minimum Experience:

  • Five (5) year of relevant experience.
  • Python Web experience is highly preferred. 

Physical Requirements:

Exerts up to 20 pounds of force occasionally and/or up to 10 pounds frequently and/or a negligible amount constantly to move objects.

Residency Requirement:

Employees must permanently reside and work in the State of Texas.
