We are looking for a Full-Time Project Specialist to join the UTHealth School of Public Health in Houston, TX. This position will support the Texas All-Payor Claims Database (TX-APCD) project, which collects administrative data for medical, pharmacy, and dental claims along with eligibility and provider files. The data sets are submitted by private and public payors in accordance with House Bill (HB) 2090 to provide the most comprehensive disease prevalence and incidence surveillance data available to decision-makers accountable for improving state population health. In this position, you will support the Data Operations Manager in preparing professional and concise public-facing material for the project webpage, supplemental material to data submitters, and administrative forms. The Project Specialist also conducts data entry of registration information and requests received for tracking purposes with regulatory deadlines, reviews data submitter activity to report compliance, and monitors the project’s general email inbox. This is a hybrid position.

Position Summary:

Provides technical writing, coordination, and administrative functions for the Texas All-Payor Claims Database (TX-APCD) project to assure its ongoing development and operations support to submitters. Areas of focus include data entry for processing of registrations and requests, as well as communication with submitters. The work requires attention to regulatory requirements that are deadline-driven along with strong written and verbal communication skills.

 Position Key Accountabilities:

  • Monitors general email inbox and coordinates with other team members to prepare responses.
  • Processes registration information.
  • Tracks submitter requests to finalize responses on or before required deadlines.
  • Publishes content for TX-APCD webpages.
  • Creates form and report templates.
  • Writes and/or edits project-specific work instructions and public-facing material.
  • Maintains file management of all formal documents received by and/or sent to submitters for records retention.
  • Assists in the implementation of process quality improvements to ensure compliance with regulatory requirements and project goals.
  • Coordinates communication between internal and external stakeholders.
  • Assists with preparing analytic and compliance reports based on submitter activity.
  • May prepare/make oral and/or visual presentations.
  • Performs other duties as assigned.

Preferred Certification/Skills:

  • Familiarity with document creation in Adobe Acrobat.
  • Excellent technical writing, verbal, and presentation skills.
  • Detail-oriented with emphasis on time management and ability to work independently using critical thinking to solve problems, improve processes, and coordinate deliverables.

Minimum Education:

  • Bachelor’s degree in business administration, writing, or a related field or experience in lieu of education. 

Minimum Experience:

  • Three years of professional work experience.  

Physical Requirements:

Exerts up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 20 pounds constantly to move objects.

This job class may contain positions that are security sensitive and thereby subject to the provisions of Texas Education Code § 51.215

Residency Requirement:

Employees must permanently reside and work in the State of Texas.
