Position Summary:

The Center for Health Care Data (CHCD) engages in research, education, and public service through the study of collected health care data that requires interdisciplinary participation. The CHCD collects, stores and uses sensitive sets of healthcare data that are subject to numerous data use agreements along with State of Texas and Federal privacy laws.  The Manager, Quality Assurance develops, oversees, and monitors institutional compliance with data use agreement contracts, service contracts and security requirements according to applicable laws.  This position requires the ability to manage multiple projects simultaneously and communicate priorities to all involved.

 

Position Key Accountabilities:

  • Oversees and performs design, monitoring, quality assurance, and communication of all activities related to acquisition and use of health data sets in order to be compliant with the terms of use of the data as well as protection of personal health information.
  • Ensures assigned projects, including all documentation, are following requirements set forth by all relevant regulatory agencies, federal and state law, contractual language and institutional policies and procedures.
  • Develops, implements, reviews, and maintains activities related to complying with the terms of maintaining accreditation as a Qualified Entity with the Center for Medicare and Medicaid and other accrediting organizations as needed.
  • Monitors and audits activities related to compliance with the rules and regulations for the All Payer Claims Database.
  • Provides support to senior leadership of the CHCD to meet compliance and security requirements.
  • Works closely with University Information Technology and Services team to assure that Center activities conform with all data security measures.
  • Collaborates with Sponsored Research, University Privacy Officials and ongoing external vendors.
  • Creates, implements, performs, and/or delegates, QA audits and assists with on-site inspections conducted by external regulatory or accreditation agencies.
  • Develops criteria for evaluation, and assists with data collection and analysis as appropriate.
  • Creates reports used to track activities, trends and patterns; prepares reports on audit results and trends and distributes them as necessary or required.
  • Participates in ongoing procurements and vendor relationships for initiatives related to health data sets and funded projects/research at the CHCD. Reviews terms and language for renewals of formal proposals and contracts with administration and UT Health's legal department. 
  • Ensures controls, tracking, and reporting and requirements are met for contract deliverables and data use agreements. Acts to resolve compliance problems.
  • Responsible for assisting with compliance related to the launch of new products and services. Supports upper management with long-term planning, external relationship development, and staff development.
  • Educates staff on data and contractual compliance requirements.
  • Other duties as assigned.

 

Preferred Certification/Skills:

  • Excellent organizational skills including the ability to structure and monitor ongoing review of activities required by contractual obligations.
  • Strong communication skills – written, oral and presentation
  • Demonstrated experience with and understanding of State and Federal healthcare privacy laws, e.g., HIPAA, etc.

 

Minimum Education:

  • Bachelor’s degree in science, nursing, or a related healthcare field.

Preferred:

  • Bachelor's degree in healthcare administration, project management, leadership and planning, or a related healthcare field.
  • Advanced Degree/Certification Preferred: JD, MBA, MPH, Paralegal

 

Minimum Experience:

  • Five years of related experience.  Seven years of related experience preferred.

Physical Requirements:

  • Exerts up to 50 pounds of force occasionally and/or up to 20 pounds frequently and/or up to 10 pounds constantly to move objects.
